The National Operator Registration Scheme (NORS)

The National Operator Registration Scheme (NORS) for lift truck operators was introduced by RTITB Ltd on 31 March 2004 on a voluntary basis. NORS has been the subject of much comment in the trade press since then including articles on the Voss website as well as our publication "Lift Truck Training is Changing".

In April 2006 NORS became a compulsory part of the RTITB accreditation process. Instructors will not be allowed to undertake accredited lift truck training unless he/she is registered as a NORS instructor and equally will only be able to carry out that training provided the Employer allows his trainees to be entered on to the NORS register.

The benefits for the Employer emanating from NORS include

The eradication of counterfeit LT operator certificates issued by trainers not properly accredited by RTITB Ltd

To align with potential and forthcoming European and other international requirements and to provide internationally recognised and transferable records of training and competence

To meet the requirements of UK educational funding agencies and to improve the access of accredited training organisations and individuals to funded basic training

To raise operator, employer and employment agency confidence in accredited LT operator competence

To provide government agencies with assured and improved quality data and information

To provide centralised data and certification records in a standardised format

To provide LT operators with a straightforward means to obtain replacement or duplicate certificates in the event of non-availability, loss or damage to originals

You will recall that when NORS was first mooted two years or so ago the proposed fee per trainee was £30 + VAT and we all, users and training providers alike felt that was too expensive and would make LT training too expensive. To give RTITB their due they have listened to these complaints and to the lobbying carried by many providers including Voss. As a result RTITB have now produced a sliding scale of charges which allows Clients to cherry-pick and so select a system best suited to their businesses:

Option 2. Registration & Certification
Option 3. Registration & photo ID
Option 4. Registration only

As you can see RTITB has moved a long way to meet our concerns and this has resulted in an equitable scheme which gives every Employer a choice on how to enjoy the benefits of the National Operator Registration Scheme (NORS).
